Quality Management in effectiveness of Agricultural Total The Role of Extension and Education

پس از گذشت نزديك به يك قرن تجارب ترويج، آموزش و تحقيقات (تات) كشاورزي در ايران، امروزه كيفيت عاملي مؤثر در ارتقاي بهره وري و اثر بخشي نظام هاي تحقيقاتي، ترويجي و آموزشي در بخش كشاورزي شناخته شده است. بهبود كيفيت موجب كاهش هزينه، سوددهي بيشتر، وضعيت رقابتي بهتر و موجب اشتغال مطلوب تر و بيشتر است . همچنين باعث كاهش ضايعات منابع و صرفه جويي در منابع انساني، فن آوري و زمان مي شود، كه همه اين عوامل موجب افزايش و بهبود بهر ه وري در بخش كشاورزي و مهم ترين خرده نظام هاي مرتبط با آن يعني ترويج، تحقيق و آموزش مي گردد. منظور از نظام كيفيت فراگير در ترويج، تحقيق و آموزش كشاورزي (تات) نظامي است كه با بهبود مستمر در پي استفاده بهينه از منابع و فرصت هاي موجود در بخش كشاورزي با مشاركت كليه اعضاي سازمان تات است. استفاده مناسب از فن آوري اطلاعات و داشتن دانش بومي و مهارت هاي پژوهشگران، آموزشگران و مروجان و شرط ضروري ارتقاي (TQM) توانايي هاي مديريت، سازگاري و هماهنگي بين آنها در قالب مديريت كيفيت فراگير كيفيت و بهره وري سازماني تات است كه باعث مي شود تا كشاورزي از مرزهاي توليد سنتي و با ريسك بالا به سوي كشاورزي پايدار و با ريسك عقلايي رهنمون شود. در اين مقاله نقش مديريت كيفيت فراگير در اثربخشي فعالي ت هاي در سازمان (TQM) ترويج، آموزش و تحقيق در بخش كشاورزي بررسي مي شود و در ادامه روش هاي مؤثر استفاده از ترويج كشاورزي مورد بحث و بررسي قرار خواهد گرفت.

After a century experiences with agricultural research, extension, and education in Iran, today quality has been known as an impressive factor in increasing productivity and effectiveness of education, extension, and research systems in agricultural sector. Quality improvement decreases expenses and increases profit and generates better competition and more occupations, decreases resource spoilages (human force, equipments, energy, material, investment, etc) and causes better use of human force, technology, time and materials. All such aspects contribute to increase productivity in agriculture and most important sub-sectors related to it i.e. extension, education, and research. The purpose of TQM system in agricultural research, education, and extension, is continuous improvement through desirable use of existing resources and opportunities in agricultural sector and by participation of all stakeholders, which make a better application of technology, information, indigenous technical knowledge and researchers/trainers and extension practitioners skills and managerial abilities, and coordination among them within the framework of Total Quality Management. Increase in quality and organizational capacities of the AREEO, may lead Iranian farmers to crossover traditional risky production toward reaching wise and sustainable agriculture. In this article, we survey the role of total quality management in increasing effectiveness of activities of sub-sectors of agricultural extension, education, and research. In continuing the article, it evaluates the impressive manners and techniques applied in increasing and improvement of quality and organizational effectiveness of AREEO.
