ضرورت حركت از ساختارهاي وظيفه اي به سوي ساختارهاي فرآيندي در توسعه روستايي با تأكيد بر نقش ترويج و آموزش روستايي و كشاورزي

Necessity of movement from duty structures towards process structures in rural development with emphasis on role of agricultural and rural development and training

تاكنون برنامه توسعه روستايي در كشور ما عملا يك برنامه متمركز (بالا - پايين) و مبتني بر ساختار وظيفه اي بوده است كه وزارتخانه ها و سازمان هاي بخشي، كه درگير انجام وظايف بخشي سازمان خود مي باشند، نقش اصلي را برعهده دارند. در اين ساختار هر بخش به صورت مجزا از ساير بخش ها هدفگذاري شده و تمركز هر كدام بر حداكثر نمودن اثر بخشي و كارايي واحد خود است و اين در حالي است كه توسعه يكپارچه روستايي كه داراي ابعاد مختلفي اقتصادي، اجتماعي، اكولوژي، كالبدي – فضايي و سياسي است نيازمند اتخاذ نگرش سيستمي يا ماكروسكوپي و مستلزم مشاركت روستاييان، نهادهاي روستايي (تعاوني هاي كشاورزي، شوراهاي محلي، انجمن هاي روستايي و دستگاههاي مختلف دولتي و غير دولتي در غالب ساختار مبتني بر فرآيند است كه در اين ساختار تمركز بر نتايج است و نه وظايف و تامين نيازها و خواسته هاي روستاييان در اولويت قرار دارد و در واقع اعتماد به نفس روستاييان از طريق برنامه ريزي براي مردم به برنامه ريزي با مردم گسترش خواهد يافت و به جاي اينكه مردم در خدمت اهداف دولتي در آيند، دولت در خدمت به اهداف مردم تلاش گسترده اي صورت خواهد داد، كه در اين زمينه سازمان ترويج و آموزش روستايي و كشاورزي مي تواند نقش مراكز خبرگي در ساختارهاي فرآيندي را ايفا كند. مقاله حاضر، به معرفي و مقايسه ساختارهاي وظيفه اي و فرآيندي و ضرورت حركت از ساختار وظيفه اي به سوي ساختار فرآيندي در توسعه يكپارچه روستايي مي پردازد.

So far, rural development program in our country generally followed a concentrated plan (top-down) based on duty structure and was implemented by pertinent Ministries and disciplines which are officially committed to this process. In this structure, every organization separately focuses on its duty with no synergy with other parts and tries to maximize its efficiency and function, whereas rural development process with diverse aspects (economic–social, ecologic physical, spatial, and political) requires systematic or macroscopic attitude supported by participation of villagers, CBOs such as agricultural cooperatives, local councils, rural associations, as well as different governmental and non-governmental organizations in a process structure framework. This structure enjoys focus on achievements not on duties and emphasizes on villagers' needs as a great priority and in fact strengthens rural self-reliance by programming by (not for) people. Also, instead of using people for government objectives, government will be devoted in favor of people's welfare. It seems that Organization of Agricultural and Rural Extension and Training can play a professional role in process structure realization. The Present article emphasizes on introduction and comparison of duty as well as process structures and necessity of movement from duty structure towards process structure in integrated rural development.
