آب علاوه بر اين كه مايه ي اصلي حيات و بقا انسان است، يكي از عناصر بسيار مهم در زمينهي پيشرفت و توسعه ي زندگي بشر نيز به شمار مي رود. با توجه به اين امر دسترسي آسان و فراوان به منابع آب و مديريت جامع منابع آبي مي تواند گام بسيار مهمي در رسيدن به اين مهم باشد. منابع آب تجديدشونده ي كشور از 130 ميليارد مترمكعب به 120 ميليارد مترمكعب كاهش يافته است و اين امر در آينده نيز تشديد مي شود. در راستاي مديريت جامع منابع آب با توجه به تأثير پذيري اين منابع از عوامل مختلف فيزيكي و اجتماعي بايد به اين نكته توجه داشت كه همان اندازه كه عوامل فيزيكي در تحقق اهداف مديريت كوتاه مدت و بلندمدت منابع آب مؤثرند، عوامل اجتماعي نيز در موفقيت اين سيستم ها ايفاي نقش مي كنند. مشاركت مردمي به عنوان اصلي ترين موضوع در عوامل اجتماعي مؤثر در سيستم مديريت جامع منابع آب علاوه بر كارا بودن در زمينه ي رسيدن به اهداف توسعه پايدار، مي تواند بسترساز شرايط فرهنگي، اجتماعي و اقتصادي لازم جهت شكوفايي استعدادها، بهره برداري از توان حداكثري منابع انساني، و امكان افزايش كارآيي برنامه هاي توسعه اي گردد؛ به علاوه در زمينه ي اجرايي مي تواند تضمين محكمي براي نيل به اهداف ميان مدت و پايدار طرح ها به حساب آيد. در مديريت پايدار منابع آبي، توجه به مشاركتهاي مردمي در كل دورهي برنامه ريزي و اجرا، علاوه بر كاهش هزينه ها و افزايش بازدهي، سبب بهبود عملكرد اجتماعي و اقتصادي پروژه ها نيز مي گردد.
