Latest developments in information and communication technology (ICT) have resulted in a significant increase in the utilization of a variety of technologies including the cyber and intelligent social networks in teaching the target language to second/foreign language students. However, there are some problems which challenge the utilization of these technologies for teachers and students among which content selection and management seem to have turned into a polemic issue not to mention cross-cultural problems at different levels and scope. The present study then, introduces information technologies, their features and tenets discussing problems regarding the use, selection criteria and content management both offline and online from various linguistic, psycho-sociolinguistic and cross-linguistic considerations providing a more realistic platform for both language learners and practitioners in the field. The study besides theoretical underpinnings has various implications for language teachers, language learners and ELT content providers.
