Ranking Conversion Indicators of Boushehr Port to Free Trade-Industrial Zone

هدف اين تحقيق، بررسي زيرساخت‌هاي لازم براي ايجاد منطقه آزاد تجاري در بندر بوشهر است كه در سه مرحله انجام شده است. بخش اول، مطالعات پيشين جهت شناسايي عوامل مؤثر بندر و يك شهر بندري در ايجاد منطقه آزاد است (20 عامل). مرحله دوم، توزيع و جمع‌آوري پرسشنامه هاي پاسخ داده شده توسط 43 نفر از كارشناسان و مسئولان اداره بندر بوشهر و كارشناسان شوراي منطقه آزاد در استان بوشهر بوده است. بخش سوم به رتبه بندي 20 عامل شناسايي شده توسط تكنيك تاپسيس پرداخته است. نتايج تكنيك تاپسيس نشان داد كه در بين عوامل در اختيار بندر، شفاف‌سازي قوانين و مقررات، دارا بودن تجهيزات بندري مناسب (جرثقيل، ليفت‌تراك، ترانستينر) و دسترسي به آب هاي آزاد و بين المللي و در ميان عوامل خارج از اختيار بندر، تمايل سرمايه گذاران منطقه به سرمايه‌گذاري در اين منطقه، دسترسي به مواد خام و معدني و دسترسي به عرضه‌كنندگان و شبكه توزيع داراي بيشترين اهميت بودند.

The aim of this research is to investigate the essential requirements for establishing free trade-industrial zone in the port of Bushehr. This research is carried out in 3 different stages. In the first stage, the previous research works have been studied to identify the most effective attributes on port and a port-city in the establishment of the free trade zones (20 attributes). The second stage was the distribution and collection of questionnaires replied back by 43 of Bushehr port experts and authorities and experts from council of Bushehr province on free zone. The third section has ranked 20 attributes identified by TOPSIS technique. Results of the TOPSIS technique reveals that; between the attributes which are the under control of the port, clearity of regulation, appropriate port equipment (gantry, lift truck and transtainer) and access to international waters (open seas) are the most effective attributes and between the attributes which are not under the control of the port, notabley attributes of willingless of investors to investigate in this region, accessibility to raw materials and access to suppliers and distribution network are the most effective attributes identified.
