در اهميت منابع انساني همين بس كه گفته اند: امروزه سرمايه اصلي پروژه هاي عمراني منابع انساني است. براي دست يابي به اهداف پروژه و رسيدن به بهره وري معقول در پروژه ها لازم است كه عوامل بهره ور در منابع انساني شناسايي و مورد تحليل و بررسي قرار گيرند. از آنجا كه بررسي عملكرد و يافتن عوامل موثر بر بهره وري در پروژه ها امري مهم و ضروري است، پس بهتر است اين وظيفه بر عهده مديران عمراني كه همان مديران پروژه هستند، قرار گيرد. در اين مقاله به بررسي عوامل تاثير گذار بر بهره وري منابع انساني در صنعت ساخت و ساز شهري پرداخته مي شود. با توجه به اهميتي كه منابع در پروژه هاي عمراني دارند، منابع انساني نسبت به ساير منابع همچون زمان، هزينه، مواد و مصالح كمتر مورد بررسي قرار گرفته است و يا اگر بررسي شده با سرعت و به صورت مختصر بوده است. در مورد صنعت ساخت نيز، اهميت منابع انساني كمتر از ساير صنايع نمي باشد. از آنجايي كه كشور ايران جزء كشورهاي در حال توسعه است و نيروي كار فراوان هم در آن وجود دارد، پس لازم است كه تامل بيشتري بر حوزه مديريت منابع انساني انجام شود. اثرات مثبت و منفي كه منابع انساني بر ساير منابع و بهره وري پروژه مي گذارد در موقعيت پروژه نقش مهمي دارد، كه اغلب از ديد مسئولين و مديران پروژه ها ناديده گرفته مي شود . در اين راستا با ايجاد ارتباطي بين رشته هاي مديريت و عمران علم جديدي حاصل شده است كه مهندسي مديريت ساخت ناميده مي شود، كه يكي از محدوده هاي وظايف اين مديريت، مديريت منابع انساني در پروژه هاي عمراني است

Since Iran is among the developing countries and there is plenty of labour in it, it is necessary to further reflect on the scope of human resource management. The positive and negative effects that human resources affect other resources and productivity have an important role in the project situation, which is often overlooked by officials and project managers. This is achieved by establishing a connection between management and civil management disciplines, which is called Construction Management Engineering, which is one of the limits of the management of this management, the management of human resources in development projects.
