Challenges and Policies Iran s Urban Development in Informal Locations

برنامه ريزان و متوليان شهرها با چالش‌ها و مشكلات متعددي مواجه هستند و در مرتفع نمودن اين معضلات از سياستهاي متنوع اي تبعيت مي نمايند. با توجه به ويژگيهاي بومي هر منطقه ، راهكارها و رويكردها هر چه قدر منطبق بر خصوصيت هاي محيطي باشد ، نتيجه اي بهتر و پايدارتري براي منطقه رقم خواهد خورد. در مسير توسعه و رشد شهري در شهرهاي بزرگ پديده اسكان غير رسمي يكي از چالش‌هاي بزرگ پيش روي شهرانديشان در حوزه توسعه شهري است . سياستهاي متنوع و مختلفي در جهان و ايران در مواجهه با اين پديده وجود دارد. براي اتخاذ راهكارها و سياست هاي توسعه اي شهرها براي حل معضلات، بايد چالش ها به صورت مستقل مطالعه شده و ابعاد مختلف آن مورد مطالعه و تدقيق قرار گيرد. و در تجويز سياست هاي مواجهه با اسكان غير رسمي برخي مواقع بايد از روش هاي تركيبي استفاده نمود. در اين مقاله، نمونه موردي شهرك امام حسين عليه السلام در شهرستان اسلامشهر استان تهران، مورد بررسي قرار گرفته است. و عوامل متعدد اقتصادي ،جمعيتي ، اجتماعي شهرك ونسبت انحرافات اجتماعي اين منطقه مورد بررسي قرار گرفته است و ابعاد مختلف چالش اسكان غير رسمي در اين منطقه احصاء شده است و سياستهاي مختلف مواجهه در ايران مورد بررسي قرار گرفته و در انتها راهكار مناسب با ويژگي هاي بومي پيشنهاد شده است.

Challenges need to be explored independently and their various dimensions should be explored to address urban development strategies and solutions. And, in some cases, the use of hybrid methods should be used in prescribing informal accommodation. In this article, a case study of Imam Hossein (as) in Islamshahr city of Tehran province has been investigated. And various economic, demographic, and social determinants of the city and the magnitude of social deviations in this region have been investigated. Different dimensions of the informal settlement challenge have been investigated in this region. Different policies of exposure in Iran have been investigated and, finally, a proper solution to the characteristics Native is suggested.
