چكيده فارسي :
سرمايه گذاري در بخش اجراي پروژه هاي عمراني به خصوص احداث زير ساخت هاي كشور،علاوه بر افزايش رفاه عموم،نقش بسزايي در پيشبرد اهداف راهبردي جامعه خواهد داشت.شروع اينگونه پروژه ها اغلب، با بكارگيري پيمانهاي همسان از سوي سازمانهاي مجري در كشور مقدور ميگردد. انتخاب نوع پيمان براي پروژه ،يك عامل كليدي است چرا كه، در مسير كسب اهداف پروژه ها ،ريسكهايي(تهديدها و فرصتها)در قالب نوع قراردادها نهفته است، لازمه موفقيت حداكثري، شناسايي وارزيابي نقاط ضعف و قوت آنهادر راستاي مديريت آنهاست. پيش از اين غالب پروژه هاي راه وباند از طريق سيستم هاي سه عاملي و شيوه پرداخت فهرست بهايي اجرا گرديده اند، روش پرداخت از طريق بخشنامه انعقاد پيمان براساس فهرست بهاي تجميع شده راه و باند كه به تازگي توسط سازمان برنامه و بودجه كشور ابلاغ گرديده و به عنوان يكي از مكانيزم هاي پرداخت در برخي از سازمانهاي مجري متناسب با نوع و مبلغ پروژه بكارگرفته ميشود، مورد نقد و بررسي اين مقاله بوده و تلاش گرديده كه بخشي از نقاط ضعف و قوت بخشنامه مذكور، بيان شود، به منظوركسب حداكثري اهداف، ابتدا با مطالعه كتابخانه اي و انجام مصاحبه هاي حضوري با كارفرمايان وپيمانكاران و مشاوران فعال در ساخت پروژه هاي عمراني با تمركز بر پيمان تجميعي راه و باند،مفاد پيمان تبيين ونقاط قوت و ضعف استخراج گرديده است ، در انتهاي مقاله، با توجه به سابقه اندك اين پيمان همسان در كشور ،نتايج و جمع بندي موضوعات و ارائه پيشنهادات وكاربردهاي متصور از پژوهش در راستاي مديريت موثر پيمان از طريق توجه به نقاط قوت ومواجهه پيشگيرانه با نقاط ضعف و اصلاح برخي از مفاد پيمان بيان گرديده است.
