An investigation into the relationship between strategic foresight and science and technology policy making

واژه خط مشي مفاهيم و معاني زيادي را دربر دارد و طيف گسترده اي از اصول و بيانيه هاي سطح بالا و وسيعي را شامل مي شود كه از طريق فراگردهاي سياسي دولت اتخاذ گرديده تا تصميمات اداري كوچك سازمان هاي دولتي را شامل شود.تمركز اصلي در خط مشي،بررسي تعامل دولت با جامعه ، در مراحل شناخت و فهم مسئله،طراحي و شكل دهي،اجرا،ارزيابي،اصلاح و تغيير خط مشي است.هر خط مشي را مي توان يك سيستم فرعي تلقي كرد كه با خط مشي هاي بالاتر و پايين تر از خود در ارتباط است . خط مشي گذاري به مثابه ي وظيفه اي قديمي اما تخصصي و حرفه اي جديد مطرح مي باشد.خط مشي گذاري در عرصه علم و فن آوري از نظر تاثيري كه در آينده علم، فن آور،آموزش و پرورش ، صنعت و ساير جنبه هاي تأثير گذار هر كشوري دارد،داراي اهميت بسزايي است. خصوصا آنكه امروزه پيشرفت و ترقي هر كشوري در گرو صحت و كارآمدي خط مشي هاي علم و فن آوري آن كشور است بنابراين وجود يك نظام هماهنگ آينده نگاري در سيستم خط مشي گذاري علم و فن آوري ، كاملا ضروري و مورد تاكيد است. پژوهش حاضر با مروري بر مدلهاي مطرح در خط مشي گذاري عمومي سعي دارد تا بابررسي نقاط قوت و ضعف كاربرد آنها در بخش علم و فن آوري ، وبا استفاده از هم افزا نمودن آنها،به ارائه يك سيستم خط مشي گذاري آينده نگر بپردازد ، چرا كه با استفاده از مدلها مي توان مسير و فرآيند خط مشي گذاري و روش بكارگيري در تعيين خط مشي را مشخص كرد.

Abstract The term “Policy” includes many concepts and meanings as well as a wide range of high-level principles and statements adopted through government processes to involve small administrative decisions of government agencies. The main focus of policy is on investigation of the government-society interaction in the stages of recognizing and understanding the problem, designing and forming, implementing, assessing, modifying, and changing the policy. Each policy can be considered as a sub-system associated with its higher and lower policies. Policy making is regarded as an old but professional task and a modern profession. In terms of its effect on the future of science, technology, education, industry, and other affecting dimensions of any country, policy making is very significant in the science and technology arena .especially nowadays, since the advancement and progress of any country depends on the accuracy and efficiency of its science and technology policies, the existence of a coordinated foresight system in science and technology policy making is absolutely necessary and emphasized. By reviewing the models posed in public policy making, the current study is intended to present a prospective policy making system through investigating weaknesses and strengths of their application in science and technology sector and by synergy between them, because the path and process of policy making and the methodology of using them in determining policies can be specified by using the models.
