Installation of Automatic Dependent Surveillance Broadcast (ADS-B) OUT equipment on Iran’s civil aeroplanes contains two parts: 1) Applying technical modifications to aircraft existing configuration including installation or upgrading the GPS receivers and replacing the ATC transponders, 2) Taking the STC as the approval of change to aircraft initial type design which consists of a lengthy certification process where all design drawings, calculations, engineering analyses, test reports and any other compliance documents such as the ICA, must be developed by an appropriate DOA holder and approved by CAO IRI in accordance with Part-21 regulation. Launching the ADS-B system has two phases: At first phase (ADS-B OUT) the data sending method will be upgraded from interrogating to broadcasting and also the quantity of transmitted information will be increased. At second phase (ADS-B IN) each individual aeroplane will receive the other airplanes’ ADS-B out information. This article only addresses the ADS-B OUT system. The ICAO believes that implementing the ADS-B project, will annually increase the worldwide air traffic capacity by 3.15%. In this article, we are going to introduce the ADS-B system including compliant transponders and position source systems, and also describe the intended certification process and the applicable Technical Standard Orders (TSO).
