شناسايي سازوكارها و ملزومات پيوند هم افزاي بخش هاي اجرايي و تحقيقاتي در شركت دخانيات ايران ( مطالعه موردي استان هاي گلستان و مازندران)

Identification the Mechanisms and Requirements of Execution -Research Linkage in Iranian Tobacco Company(C ases of Golestan and Mazanderan Provinces)

بررسي و تعمق در رابطه اين دونهاد(تحقيق و اجرا) در سطح شركت دخانيات روشنگر آن است كه هنوز بازخورد رابطه اين دوبخش آن طور كه مورد انتظار است، اثرات بالقوه خود را نتوانسته در جامعه توتون كاري بگذارد. اين مطالعه با هدف شناخت رابطه مركز تحقيقات و آموزش تيرتاش و ادارات كشاورزي دخانيات استان هاي گلستان و مازندران همچنين بررسي چالش ها و ويژگي هاي ارتباطي دو بخش انجام گرفت. روش جمع آوري اطلاعات در اين تحقيق بصورت دلفي و در سه دور انجام شد. ابزار جمعآوري اطلاعات مصاحبه و پرسشنامه بودهاست و جامعه آماري مشتمل بر 95 نفر از محققان، كارشناسان و مروجان مركز تحقيقات تيرتاش و ادرات دخانيات استانهاي مازندران و گلستان بود. آمارهاي مورد استفاده در پژوهش فراواني، ميانگين، ضريب تغييرات و آزمون منوايت ني است.در اين بررسي رابطه تحقيق و اجرا در سه بخش موانع، پيامدها و راهكارها بررسي و اولويت بندي شد. نتايج تحقيق نشان داد كه در بخش موانع مواردي از قبيل فقدان نظام ارزشيابي، نبود يك فرآيند و نظام نامه تعريف شده براي فعاليت هاي تحقيقاتي اولويت بالايي داشتند، در بخش پيامدهاي منفي، ناشي از موانع ارتباطي عواملي مانند اولويت بندي نامناسب مسايل و مشكلات كشت، افزايش و اتلاف هزينه هاي دو بخش بيشتر مورد تأكيد بود،و در بخش راهكارها تبيين روشن اهداف و پيامدهاي مورد انتظار از اجرايي طرحها، ثبت و مستندسازي منظم فعاليت ها در چارچوب وظايف از مقوله هاي مشترك و جامعه مورد مطالعه در هر قسمت بوده است. مواردي مانند عدم وجود يك رهيافت و رويكرد مناسب براي رسانش يافته هاي تحقيقاتي، تفكر جزيره اي و بخشي در بين مديران بعنوان موانع، و مولفه هاي مانند رشد و پديدار شدن سياست هاي متزلزل در حوزه هاي اجرايي و تحقيقاتي، عدم شكل گيري وحدت رويه و انسجام سازماني بخش هاي تحقيقاتي و اجرايي بعنوان پيامدهاي موجود از موضوعاتي بودكه دو جامعه مورد بررسي در آن از اجماع نظر برخوردارنبودند.

According to evidence, research and execution sectors of Iranian Tobacco Company have not effective relationship. This research was done to diagnose linkage mechanisms, challenges and communication features between research and execution in the Tirtash Research and Education Center and Agricultural offices of the in the Golestan and Mazandaran provinces. Method of this research was Delphi (in three rounds) and data collection tool was interview and questionnaire. Statistical population was included 95 persons of researchers, experts and agents of Tirtash Tobacco Research and Education Center and Agricultural offices of Iranian Tobacco Company in the Golestan and Mazandaran provinces. Data was analyzed and described statistically through calculating frequency, variation coefficient and Mann-Whitney U test using SPSS. In this research several traits of research and execution relationship was studied in three main aspects, including obstacles, consequences and solutions. Results of this research released some obstacles for research and execution linkage, including lack of evaluation system, absence of a defined process and agenda for research activities and lack of specific strategy for conducting research projects. Also, inappropriate prioritization of cultivation issues and difficulties, budget waste and cost ineffectiveness in two sectors and bureaucratic time-taken trajectory from research to execution identified as negative consequences of ineffective research - execution linkage. Finally, clearly defined of expected objectives, regular record and documentation of activities, mutual frame for monitoring of assigned tasks, research need assessment and prioritization of them as research agenda were recognized as solutions for enhancing research - execution linkage in the Iranian Tobacco Company. common issues in these two studied community. Case such as lack of a suitable approach for conductivity of research findings, island and partial thinking among managers and instability policy of tobacco company as obstacles and factors such as development and appearing of unstable policy in execution and research areas, no formation of precedent and organizational solidarity research and execution parts, manifestation of poor and destructive management views as the consequences were some issues that studied population had not consensus.
