يكي از مسائل و چالش هاي اساسي در حوزه مديريت و سياست گذاري نواحي داخلي كشور، بحث نظام تقسيماتي و ناحيه بندي سياسي است. اگر اين تقسيمات به طور كار آمد طراحي شده باشد مي تواند پايه هاي حاكميت دولت را در كليه نقاط كشور نيرومند سازد.- سيستان و بلوچستان به لحاظ وسعت استاني بسيار گسترده محسوب مي‌شود و بودجه‌اي كه به آن تخصيص مي‌دهند به اندازه يك استان متوسط است.در اين شرايط چهار استان.با نگرش قومي وبه دور ازحساسيت در آينده مي توانند از تركيب زير برخوردار شوند: الف: سيستان وبلوچستان شمالي با مركزيت زابل (زابل، زهك ، هيرمند ،نيمروز، هامون،شهرك علي اكبر،بنجار)ب: سيستان وبلوچستان مركزي مركزيت زاهدان(زاهدان، خاش ، ميرجاوه،نصرت آباد،تفتان،كورين،لاديز)ج: سيستان وبلوچستان جنوبي مركزيت ايرانشهر(ايرانشهر، سرباز ، سراوان ،گلشن، سيب سوران، مهرستان، دلگان، فنوج،لاشار)د: سيستان وبلوچستان ساحلي با مركزيت چابهار (چابهار، كنارك ، نيكشهر ، دشتياري، قصرقند،زرآباد، راسك) در هر صورت بديهي است تصميم نهايي بعد از بررسي كارشناسانه و مطالعات همه جانبه توسط مسئولين ذيربط اتخاذ خواهد شد. لذا حفظ وضع موجود ، عامل مهمي در عقب ماندگي شهرهاي سيستان و بلوچستان نسبت به شهرهاي استان هاي مجاور شده است .باتوجه كاهش حوزه خدمات شهري وروستايي درتقسيم بندي رسيدگي و ارانه خدمات و عدالت اجتماعي وبرقرارمي شود،دربعدفرهنگ محدود به يك حوزه ياسرزمين نيست و نبايد امنيت و فرهنگ را درمقابل توسعه اقتصادي قرار داد،اگر درحوزه اقتصادي ضعيف باشيم به تبع فقر،بزهكاري،قاچاق افزايش مي يابد و امنيت كاهش مي يابد،درحوزه امنيت و حوزه تحت فرماندهي باكاهش بعد مسافت دوچندان مي شود ،اماتقسيم استان باتوجه تقسيمات كارشناسي و براي توسعه انكارنشدني است، تقسيم استان بانام قبلي واضافه شدن چهارپسوند(شمالي،مركزي،جنوبي،ساحلي) نه قوميت وفرهنگ دچارچالش نخواهدشد.توسعه روستايي به منزله شاه كليد توانمندي حوزه شهري وسياسي است كه باتقسيم استان محقق خواهدشد.

Therefore, maintaining the status quo has become an important factor in the backwardness of the cities of Sistan and Baluchistan compared to the cities of the neighboring provinces. Considering the reduction of urban and rural services in the distribution of services and social justice, the dimension of culture is not limited to one area or territory and should not be. placed security and culture in front of economic development, if we are weak in the economic field, then poverty, crime, and smuggling will increase and security will decrease. It is undeniable for development.Dividing the province with its previous name and adding four suffixes (Northern, Central, Southern, Coastal) will not be challenged by ethnicity or culture. Rural development is the key to the empowerment of the urban and political sphere, which will be achieved by dividing the province.
