پروژه‌هاي عمراني، پروژه‌هايي هستند كه با هزينه سنگين، به‌قصد توسعه زيرساخت‌ها اجرا مي‌شوند. برخي از اين پروژه‌ها، باهدف توسعه اقتصادي و اجتماعي، اهداف دوربرد ملي را مدنظر قرارداده، مترصد كمك به توسعه سريع و پربازده هستند. اين پروژه‌ها معمولاً به اجراي ساير پروژه‌ها كمك مي‌كنند. براي برنامه‌ريزي بهتر همان‌طور كه در چرخه بهبود مستمر نيز مشخص‌شده بايد پروژه‌ها همواره تحت كنترل مناسب بوده و بر اساس يكسري شاخص تعريف‌شده مورد پايش قرارگرفته و از طريق تحليل خروجي كه از اين شاخص‌هاي كنترلي بدست مي‌آيد، فرآيند اصلاح و بهبود در پروژه‌ها انجام شود. يكي از مهم‌ترين دغدغه‌هاي مديران ارشد سازمان‌هاي پروژه محور، ارزيابي عملكرد پروژه‌هاي سازمان و همچنين رتبه‌بندي پروژه‌ها بـر اساس شاخص‌هاي كاربردي در طول اجراي پروژه است. اطلاعات ماحصل ارزيابي عملكرد، در پياده‌سازي مديريت اسـتراتژيك بـه مـديران كمك شاياني مي‌نمايد. اولين مسئله انتخاب شاخص‌هاي مناسب و همچنين تركيب آن‌ها جهت نيل به يك شاخص جـامع اسـت ، بـدين منظـور بررسـي شاخص‌ها و انتخاب شاخص‌هاي موردقبول همگان از ضروريات اين موضوع است. با توجه به تجربيات نويسندگان در اجراي پروژه‌هاي عمراني، در اين مقاله سعي شده است تا چگـونگي تبـديل شـاخص عملكـردي كيفيت به كميت با رويكرد پروژه‌هاي عمراني توضيح داده شود كه البته لازم به ذكر است كه اين موضوع قابل‌گسترش به سـاير حوزه‌ها نيز خواهد بود.

Some of these projects, with the aim of economic and social development, consider long-range national goals, and aim to contribute to rapid and productive development. These projects usually help to implement other projects. For better planning, as specified in the continuous improvement cycle, projects should always be under proper control and monitored based on a set of defined indicators, and by analyzing the output obtained from these control indicators, the process of improvement and improvement in projects should be carried out. One of the most important concerns of senior managers of project-oriented organizations is the evaluation of the performance of the organization s projects and also the ranking of projects based on practical indicators during the implementation of the project. The information obtained from the performance evaluation helps the managers in the implementation of strategic management. The first issue is choosing suitable indicators and combining them in order to achieve a comprehensive index, in this sense, examining the indicators and choosing the indicators accepted by everyone is one of the essentials of this issue. According to the authors experiences in the implementation of construction projects, in this article, an attempt has been made to explain how to convert the performance index of quality into quantity with the approach of construction projects, but it should be noted that this issue can be extended to other areas as well.
