شدت يافتن اثرات زيانبار حمل و نقل شهري در چند دهه اخير مورد توجه برنامه ريزان شهري و مهندسين حمل و نقل قرار گرفته، بنابراين راه حل هاي زيادي براي رفع معضلات حمل و نقل پيشنهاد شده و با توجه به شرايط شهرها، راهبرد هاي مختلفي به‌كار گرفته مي شود. از آنجا كه منطقه ۲ تهران به عنوان سومين منطقه پرجمعيت تهران شناخته مي شود و در سال گذشته ۷۹۰ هزار سفر در آن توليد شده است، تنها ۴۰ هزار نفر در ساعات اوج ترافيك از حمل و نقل عمومي استفاده مي كنند و خطوط مترو در اين محدوده فقط 1/0 درصد از جابجايي هاي سالانه را انجام مي دهند و تعداد تصادفات اين منطقه در تهران رتبه دوم را به خود اختصاص داده است. اين پژوهش با توجه به مسائل و اهدافي چون تعيين مناسب ترين راهبرد حمل و نقلي در محدوده‌ موردمطالعه و بررسي مشكلات موجود و تعديل آنها جهت بهبود حمل و نقل محدوده مورد مطالعه از برنامه ريزي هماهنگ كاربري زمين و حمل و نقل استفاده كرده و با تبيين شاخص‌هاي اين نظريه و بررسي عملياتي كردن آنها در منطقه ۲ از طريق مدل مقايسات زوجي و پرسشنامه، به اولويت بندي شاخص هاي منتج از برنامه ريزي هماهنگ كاربري زمين و حمل و نقل پرداخته كه افزايش تراكم كاربري ها در اطراف پايانه ها و ايستگاه هاي حمل و نقل عمومي با بيشترين امتياز به عنوان اولويت اول برگزيده شد. با توجه به وضع موجود محدوده مورد مطالعه و اينكه هيچ راه حل منفردي براي حل مشكلات پيچيده حمل و نقل وجود ندارد، پيشنهاد مي شود كه يك ساز و كار جامع و هماهنگ با برنامه ريزي بلند مدت به‌كار گرفته شود تا نظريه برگزيده اين پژوهش يعني برنامه ريزي هماهنگ كاربري زمين و حمل و نقل در منطقه ۲ تهران عملياتي شود.

The intensification of the harmful effects of urban transportation in the last few decades has attracted the attention of urban planners and transportation engineers, so many solutions have been proposed to solve transportation problems, and different strategies have been used according to the conditions of cities. will be Since the 2nd district of Tehran is known as the third most populated district of Tehran and 790,000 trips were made in it last year, only 40,000 people use public transportation during peak traffic hours and the metro lines in this area They do only 0.1% of the annual displacements and the number of accidents in this area is the second highest in Tehran. This research, considering issues and objectives such as determining the most appropriate transportation strategy in the study area and investigating the existing problems and adjusting them to improve the transportation of the study area, has used the coordinated planning of land use and transportation and by explaining the indicators This theory and the investigation of their operationalization in region 2 through the paired comparison model and questionnaire, prioritized the indicators resulting from the coordinated planning of land use and transportation, which increase the density of uses around terminals and transportation stations. Public with the highest score was chosen as the first priority. Considering the current situation of the studied area and that there is no single solution to solve the complex problems of transportation, it is suggested that a comprehensive and coordinated mechanism with long-term planning should be used so that the selected theory of this research, i.e. the program The coordinated planning of land use and transportation in the 2nd district of Tehran should be implemented.
