The principles of collaborative regeneration of urban fabrics derived from the experiences of England and Scotland

امروزه يكي از دغدغه‌هاي مديران شهري اخذ تصميمات مناسب و اجراي موفق آن‌ها در راستاي بازآفريني بافت‌هاي شهري تاريخي و ناكارآمد است. اين هدف جز از طريق مشاركت تمامي ذي‌نفعان به خصوص مردم و نهادهاي محلي در تمام مراحل فرايند از تصميم‌گيري تا اجرا محقق نخواهد شد. در جهان حدود 6 دهه است كه سياست‌ها و راهكارهايي براي تحقق اين امر تجربه شده است. دو كشور انگلستان و اسكاتلند از كشورهاي موفق در اين زمينه مي‌باشند كه آموخته‌هاي ناشي از تجارب آن‌ها به‌عنوان اسناد معتبر مورد پيروي بسياري از كشورها قرار گرفته است. بنابراين در مقاله پيش‌رو، با هدف بهره‌بردن از اصول آموزنده تجارب جهاني براي به‌كارگيري در سياست‌هاي بازآفريني بافت‌هاي شهري ايران، با روش توصيفي-تحليلي و شيوه كتابخانه‌اي به خوانش تجارب چند دهه اين دو كشور و استنتاج نكات آموزنده آن پرداخته شده است.

Today, one of the concerns of city managers is taking appropriate decisions and their successful implementation in the direction of regeneration of historical and inefficient urban fabrics. This goal will not be achieved except through the participation of all stakeholders, especially people and local institutions, in all stages of the process from decision making to implementation. In the world, for about 6 decades, policies and solutions to realize this have been experienced. The two countries of England and Scotland are successful countries in this field, and the lessons learned from their experiences have been followed by many countries as valid documents. Therefore, in the upcoming article, with the aim of using the instructive principles of global experiences to be used in the regeneration policies of the urban fabrics of Iran, with the descriptive-analytical method, the reading of the experiences of several decades of these two countries and the conclusions of its instructive points have been discussed.
