Methods of promoting system approach in urban decision and planning

در دنياي امروز گسترش و پيچيدگي جوامع، مشكلات فراواني را مقابل برنامه ريزان و تصميم گيران و مديران شهري قرار داده است. ضعف روش هاي سنتي (ساده انگاري در كل نگري و تجزيه تصنعي مسايلي كه داراي ماهيت پيچيده و غير قابل تجزيه دارند به اجزاي ساده) صاحبنظران و متفكرين جديد را به سوي نگرش هاي تركيبي و نظام گرا سوق داده و به پيدايش نظريه عمومي سيستمها و رويكرد سيستمي منتهي كرده است. سيستم هاي اطلاعاتي در راستاي چيرگي بر مشكل گستردگي مطالب پا به عرصه گذاشته اند و از جمله ابزار مهم و كارا در امر برنامه ريزي و تصميم گيري شهري مي باشند. در اين پژوهش با استفاده از روش توصيفي – تحليلي راهكارهاي ترويج رهيافت سيستمي در برنامه ريزي و فرايند تصميم سازي و تصميم گيري شهري بررسي شده است و ابزارهاي موثر در اين فرايند و به طور خاص سيستم هاي پشتيبان تصميم گيري و سيستم اطلاعات جغرافيايي در نظام شهري مورد تحليل و ارزيابي قرار گرفته است. نتايج حاصل از تحليل ها نشان مي دهد شهر به مثابه يك سيستم، نيازمند برنامه ريزي سيستمي است و كاربست اين چرخه در مطالعات برنامه ريزي و تصميم سازي شهري در حل مسائل مختلف با استفاده از فن آوري هاي روز امكان پذير است و رسيدن به اين مهم بيش از پيش نيازمند آموزش و فرهنگ سازي در اين زمينه مي باشد.

Nowadays Complexity of developing countries causes many problems in front of city planners, decision makers and managers. Weakness of traditional methods due to the simplification of comprehensive issue on one side and the issues of artificial in nature are complex and non-experience into simple components, on the other hand lead new scholar and thinkers to the combination and system-oriented approach to use. And the advent of general systems theory (General System Theory) and has led to a system approach. In recent decades the strain of massive data and Decisions in complex and unstructured environments with multiple and conflicting goals and different standards of quality and quantity measurement Necessary to approach decision-making system in models of multiple uses was expressed. So Information systems in order to overcome these problems are made up. These systems, including important and efficient tool in the urban planning and decision making because the strain of massive data collected through these systems will be evaluate in hierarchy presses. So in this paper with slightly method explain how we can promote system approach in urban decision and planning and will be analysis the importation of effective tools especially decision making support system and geography information system. The result of analysis show that the city as a system requires planning system .this cycle of studies in urban planning and decision making in solving various problems with the use of technology is possible. To achieve this importance need to have more of education and culture in this area.
