امروزه سياست‌هاي شهرنشيني از الگوي رشد افقي به سمت رشد هوشمند تغيير كرده است كه به ايده شهر فشرده منجر مي‌شود. بلند مرتبه سازي به‌عنوان يكي از روش‌هاي ساخت شهر‌هاي فشرده، براي استفاده حداكثر از فضا و منابع محدود، بسيار مورد توجه مديران شهري قرار گرفته است به خصوص به دنبال رشد فزاينده شهرنشيني در كشور هاي در حال توسعه، ناشي از افزايش جمعيت و مهاجرت‌هاي روستايي و در شرايط محدوديت منابع زمين و عدم امكان رشد افقي شهرها، است يكي از راهبرد هايي كه براي تامين مسكن و جلو گيري از عوارض ناشي از توسعه افقي ارئه شده است توسعه عمودي شهرها و ساخت ساختمان هاي بلند به صورت آپارتمان مي باشد. توسعه اين پديده بدون برنامه‌ريزي صحيح و عدم توجّه به معيارها و ضوابط لازم براي مكان يابي صحيح اين ساختمان‌ها و مسائلي نظير:اثرات محيطي، اصول و ضوابط استقرار اين ساختمان ها، مخاطرات محيطي و ايمني مي‌تواند باعث بروز مشكلات متعددي در مناطق شهري و آينده شهرها گردد و پيامد هاي جبران ناپذيري را براي شهروندان به دنبال دارد و بايد طراحي، ساخت و استقرار ساختمان هاي بلند و ايمن سازي در آن ها به گونه اي باشد كه موجب ارتقاي كيفيت محيط شهري و ساكنان شوند لذا هدف اين مقاله شناسايي معيارهاي موثر در محدوده هاي مناسب و ضوابط ساختمان‌هاي بلندمرتبه با تاكيد بر ايمن سازي و در نظر گرفتن ملاحظات پدافندي و مقابله با خطرات طبيعي مي باشد. در اين پژوهش به روش تحليلي- توصيفي و با هدف شناخت و تحليل اصول و محدوده هاي مناسب استقرار ساختمان هاي بلند مرتبه ناشي از افزايش تراكم و توسعه عمودي در شهر ها تلاش شده است تا تبيين روشني از ايمن سازي نيز در اين ساختمان ها ارائه شود.

Today, urbanization policies have changed from the horizontal growth model to smart growth, which leads to the idea of a compact city. As one of the methods of building compact cities, for the maximum use of space and limited resources, high-rise construction has received a lot of attention from city managers, especially following the increasing growth of urbanization in developing countries, due to the increase in population and rural migrations. In the conditions of limited land resources and the impossibility of horizontal growth of cities. One of the strategies proposed to provide housing and prevent complications caused by horizontal development is the vertical development of cities and the construction of high-rise buildings in the form of apartments. The development of this phenomenon without proper planning and not paying attention to the criteria and regulations necessary for the correct location of these buildings and issues such as: environmental effects, principles and regulations of the establishment of these buildings, environmental and safety hazards can cause numerous problems in urban areas and the future of cities. and has irreparable consequences for the citizens The design, construction and installation of tall buildings and security in them should be done in such a way that they improve the quality of the urban environment and residents. Therefore, the purpose of this article is to identify the effective criteria in the appropriate limits and criteria for high-rise buildings with emphasis on security and taking into account the considerations of defense and dealing with natural hazards. In this research, with the analytical-descriptive method, with the aim of knowing and analyzing the principles and proper limits of the establishment of high-rise buildings due to the increase in density and vertical development in cities, an attempt has been made to provide a clear explanation of security in these buildings.
