ارائه چارچوب تصميم گيري جهت بهبود با مورد كاوي در اداره آموزش يك مركز آموزشي-درماني

اين پژوهش با بررسي تطبيقي عوامل موفقيت و شكست پروژه‏هاي مهندسي مجدد و بهبود فرآيند به تدوين و ارايه يك مدل تحليلي- اجرايي در بيمارستان جهت تصميم گيري مناسبتر مي‏پردازد. عناصر تشكيل دهنده اين مدل مشتمل بر حمايت و تعهد مديريت ارشد، مديريت تغيير، چشم انداز و جهت گيري استراتژيك، درك اصول و مفاهيم مهندسي مجدد، درك اصول و مفاهيم بهبود فرآيند، مديريت پروژه، تركيب تيم مهندسي مجدد، متدولوژي مدون، بهره گيري از فناوري اطلاعات، پياده سازي و اجرا و مشاركت كاركنان مي باشد و توجه يا بي توجهي به هر يك از اين عوامل مي‏تواند به موفقيت يا شكست پروژه منجر شود. در اين پژوهش به استخراج فرآيند‏هاي موجود و در گردش واحد آموزش پرداخته مي‏شود. براي شناسايي كامل اين فرآيندها تمامي اطلاعات موجود اعم از چگونگي انجام، زمان ارائه خدمت، بسامد، خروجي، مسئول و صاحب فرآيند استخراج شده و همگي در قالب يك فايل اكسل جمع آوري مي‏شود. پس از جمع آوري داده‏هاي خدمات به بررسي و ارزيابي آن‏ها باتوجه به معيار‏هاي گزينش شده از پيشينه مشخص شده كه با راي و نظر خبرگان سه مورد اهميت فرآيند، سلامت فرآيند و قابليت بهبود فرآيند شد پرداخته شده است. گزينه هاي شناسايي شده با استفاده از با تكنيك‏هاي تصميم گيري تاپسيس و واسپاس اولويت‏بندي شده و مناسبترين فرآيندها جهت بهبود ارائه گرديده اند.

Improvement and re-engineering means fundamental rethinking and radical redesign of processes in order to achieve significant improvement in important performance criteria such as cost, quality, speed and service. This research deals with the comparative study of the success and failure factors of reengineering and process improvement projects to compile and present an analytical-executive model in the hospital for more appropriate decision-making, and the constituent elements of this model are: support and commitment of senior management, management Change, perspective and strategic orientation, understanding the principles and concepts of reengineering, understanding the principles and concepts of process improvement, project management, composition of the reengineering team, documented methodology, using information technology, implementation and implementation, and employee participation. Attention or neglect to any of the aforementioned factors can lead to the success or failure of the project. In the continuation of the research process, the extraction of the existing and circulating processes of the education unit is discussed. In order to fully identify these processes, all the available information, including how to do it, when the service is provided, frequency, output, responsible and the owner of the process, are extracted and all are collected in the Excel file. After collecting the service data, we review and evaluate them according to the criteria selected from the specified background, which were three items: the importance of the process, the health of the process, and the ability to improve the process. According to the selection made, we will prioritize the evaluation with Waspas, Topsis decision making techniques and present the most suitable processes for improvement, which Matasb technique is suggested to improve that process.
