Political Participation in Islamic Government Basics and Types

مشاركت سياسي مفهومي است كه در نظام سياسي و حيات سياسي حاكم بر آن تعريف مي‌شود و از توابع بديهي دموكراسي است. تمايل شهروندان به مشاركت سياسي از يك سو، حاكي از نيازهاي اجتماعي آن‌ها است و از سويي ديگر، آرمان‌ها و ارزش‌هاي مورد انتظار اجتماعي آن‌ها را به منصه ظهور مي‌رساند. علاوه بر اين، مشاركت شهروندان در حيات سياسي، مكانيسم مهمي جهت پاسخ‌گو نمودن دولت در مقابل شهروندان است. جمهوري اسلامي ايران به‌عنوان حكومتي اسلامي و مبتني بر نظريه مشروعيت دوگانه (الهي - مردمي)، ولايت را در تمام امور عمومي و حكومتي مشروط به رعايت مصالح مسلمين در چارچوب موازين اسلامي مي‌داند. در چنين رويكردي، مردم به‌عنوان يكي از پايه‌هاي مشروعيت حكومت اسلامي از هر طريق مطلوبي مي‌توانند در تشكيل حكومت، اداره آن و نظارت بر آن مشاركت داشته باشند. پژوهش حاضر با تبيين مفهوم و مصاديق مشاركت سياسي، به گونه‌هاي رسميت‌يافته مشاركت سياسي در جمهوري اسلامي ايران به‌عنوان يك حكومت اسلامي مي‌پردازد.

Political participation is a concept defined in the political system and the political atmosphere and is one of the obvious functions of democracy. Citizens desire for political participation, on the one hand, indicates their social needs and, on the other hand, shows their expected social values. Citizens participation in political life is also an important mechanism to make the government accountable to citizens. The Islamic Republic of Iran, as an Islamic government based on the dual legitimacy theory, considers the guardianship in all public and state affairs based on the interests of Muslims beside the Islamic norms. In such an approach, the people, as one of the foundations of the legitimacy for the Islamic government, can participate in the formation, administration and supervision of the government in any desirable way. The present study, by explaining the concept and examples of political participation, deals with the recognized forms of political participation in the Islamic Republic of Iran as an Islamic government.
