توسعه و گسترش شهري به طرق مختلف اتفاق مي افتد. يكي از متداول ترين روش ها در گسترش شهري، افزايش محدوده شهري از طريق الحاق روستا به شهر مجاور است.روستاي چم خوشه شيركش از توابع شهرستان چگني از جمله نقاطي است كه قابليت الحاق به شهر چم پلك را دارد از جمله اين قابليت ها مي توان به بعد مسافتي كمتر از يك كيلومتر از شهر چم پلك، اشتراكات قوميتي، فرهنگي و زباني، رشد مثبت جمعيتي طي چند سال اخير و... اشاره نمود. با توجه به شهر شدن چم پلك و نياز به توسعه فيزيكي اين شهر، الحاق روستاي چم خوشه به چم پلك ضرورتي انكارناپذير است. نتايج نشان ميدهد الحاق روستا به شهر باعث افزايش امكانات اجتماعي و اقتصادي، افزايش فضاي سبز، افزايش تجارت و اقتصاد و نيز افزايش تغييرات جوي شده است. بنابراين، بايد اقدامات مناسبي براي كاهش پيامدهاي منفي اين تحول به شهر انجام شود.

Therefore, appropriate measures should be taken to reduce the negative consequences of this development to the city.
