The role of Government, Industry and University in the National Innovation System

امروزه ديگر مرزهاي تعريف شده ميان دانشگاه و صنعت ديگر به‌آساني قابل‌مشاهده نيست و ديگر نمي‌توان به‌آساني حد و مرز اين دو بخش را از يكديگر تميز داد. اين عدم شناسايي مرز بين دو واحد به حدي است كه مي‌توان بيان كرد امروزه بخشي از صنعت در درون دانشگاه و بخشي از دانشگاه نيز در درون صنعت است. تعامل و پيوند اثربخش ميان دانشگاه و صنعت يكي از مسائل بسيار موردتوجه و حياتي در كشورهايي پيشرفته است و اين تعامل ميان اين دو بخش مهم در اقتصاد، داراي يك رابطه بسيار عميق مي‌باشد . با توجه به اهميت پياده‌سازي و اجراي موفق نظام ملي نوآوري و دستيابي به اهداف آن، و ضرورت شناسايي نقش سه بازيگر كليدي فعال در نظام ملي نوآوري يعني دولت، دانشگاه و صنعت، هدف اين پژوهش تعيين نقش هريك از اين سه بازيگر در پيشبرد اهداف و پياده‌سازي نظام ملي نوآوري است. با ارائه مباني نظري مرتبط در مورد نظام ملي نوآوري،سير تاريخي آن و نوع شناسي آن، سعي شده است در پژوهش حاضر وظايف و نقش‌هايي كه اين سه بازيگر كليدي در فرآيند پياده‌سازي و توسعه نظام ملي نوآوري ايفا كنند گوشزد شود و در پايان پژوهش نيز پيشنهادهايي كاربردي در راستاي اثربخشي اقدامات صورت گرفته از جانب اين سه نهاد اساسي ارائه گردد.

Today, the defined boundaries between the university and industry are no longer easily visible, and it is no longer possible to easily distinguish the boundaries of these two sectors from each other. This lack of recognition of the border between the two units is such that it can be said that today part of the industry is inside the university and part of the university is also inside the industry. The interaction and effective connection between university and industry is one of the most important and vital issues in advanced countries and this interaction between these two important sectors in the economy has a very deep relationship. Considering the importance of the successful implementation and implementation of the national innovation system and achieving its goals, and the need to identify the role of the three key actors active in the national innovation system, i.e. the government, university and industry, the purpose of this research is to determine the role of each of these three actors in advancing the goals. and the implementation of the national innovation system. In this article, which was done by library method and review of sources, theoretical sources related to the field of communication and effective interaction between university and industry have been examined and based on that, practical suggestions have been presented.
