ارائه يك مدل براي راه اندازي و توسعه صنايع و تجارت در مناطق آزاد تجاري با تأكيد بر تعامل صنعت و دانشگاه

The model of development of industry and trade in commercial-industrial free zones with emphasis on the interaction of industry and university

امروزه مناطق آزاد تجاري به عنوان يكي از پايه‌هاي اقتصادي در توسعه صنايع، افزايش صادرات و جذب سرمايه‌گذاري خارجي، سهم بزرگي را از اقتصاد كشورهاي مختلف به خود تخصيص داده‌ است‌. از ديدگاه توسعه اقتصاد ملي، راه‌اندازي و توسعه مناطق آزاد تجاري مي‌تواند همانند دريچه‌اي به جهان خارج، آزادي مبادلات تجاري را در بين صنايع تأمين كند و از اين طريق به توسعه اقتصادي و صنعتي كشور ياري رساند. از ديدگاه توسعه اقتصاد منطقه‌اي، منطقه آزاد تجاري موجب تحرك و پويايي اقتصاد نواحي مجاور خود مي‌شود و حركت سرمايه، نيروي كار و مديريت را به مناطق منتخب تسريع مي‌كند. در نتيجه، ايجاد منطقه آزاد تجاري در بطن فعاليت‌هاي اقتصادي، فرايندي هدفمند محسوب مي‌شود كه وظيفه آن، كمك به رشد اقتصادي، تقويت صنعتي شدن و فراهم كردن امكانات مبادلات بازرگاني است كه اين مهم در سايه تعامل صنعت و دانشگاه به نحو مطلوب محقق مي‌گردد. بر اساس بررسي‌هاي صورت گرفته به نظر مي‌رسد كه در زمينه تعامل صنعت و دانشگاه و نقش آنان در ايجاد و توسعه مناطق آزاد تجاري تلاش قابل ملاحظه‌اي صورت نگرفته است، لذا پژوهش حاضر به دنبال ارائه مدلي براي توسعه صنعت و تجارت در مناطق آزاد تجاري-صنعتي با تأكيد بر تعامل صنعت و دانشگاه مي‌باشد، پژوهش حاضر با استفاده از روش مرور نظام‌مند مطالعات انجام شده است. اين پژوهش پيشنهادهاي عملي مناسبي را براي راه اندازي و توسعه صنعت و تجارت در مناطق آزاد تجاري_ صنعتي با تأكيد بر تعامل صنعت و دانشگاه به همراه دارد.

Today, free trade zones as one of the economic bases in developing industries, increasing exports and attracting foreign investment have allocated a large share of the economy of different countries. From the point of view of the development of the national economy, the establishment and development of free trade zones can ensure the freedom of commercial exchanges among industries, like a window to the outside world, and in this way help the economic and industrial development of the country. From the point of view of regional economic development, the free trade zone causes the mobility and dynamism of the economy of its neighboring regions and accelerates the movement of capital, labor and management to the selected regions. As a result, the creation of a free trade zone in the heart of economic activities is considered a purposeful process whose task is to help economic growth, strengthen industrialization and provide opportunities for commercial exchanges, which is achieved in the shade of interaction between industry and university. Based on the investigations, it seems that no significant efforts have been made in the field of interaction between industry and university and their role in the creation and development of free trade zones, therefore, the present research seeks to provide a model for the establishment and development of industries and trade in free trade zones. Emphasizing the interaction between the industry and the university, the present research was conducted using the method of Systematic Literature Review (SLR). This research brings suitable practical suggestions for setting up and developing industries and trade in free trade zones with an emphasis on interaction between industry and university
