Increase the delay time to the time specified in the project contract. Most development
projects are delayed in their implementation of Thereby increasing administrative costs
and delays in operational time is. Investigate the reasons for the delay and provide
solutions to help minimize delays to avoid wasting lots of money and will shorten the
operation time. According to the Plan and Budget Organization, the largest share of the
budget is allocated to development projects in Khuzestan province. So Delays projects
and solutions contributed to the loss of financial resources. In this research project by the
pool and Rehabilitation Clinic Foundation, Department of Veterans Affairs martyr and
studied. Time delay of the project is 30 months and 22 months. Factors affecting the
utilization of project delay, the cause was identified 24 . The elements in 4 groups,
employer, consultant, contractor and weather conditions and other factors were
analyzed. Each of the delay in the questionnaire by 50 experts in the scoring range of 1 to
5 , respectively. The results of the poll by 18 spss software for statistical analysis was
performed. The results of this application indicated that among the four study groups,
causes delays guild to obtain the largest employer And causes of delays related to
weather conditions and other contributions have been minimal. Among the studied cases
of employer groups, lack of funding has the greatest impact on delay.
