The estimation of the relative weights of criteria\alternatives plays an important role in the
Analytical Hierarchy Process (AHP), especially in grouped AHP. In this paper we enter directly each
decision makerʹs (DMʹs) judgments into a pairwise comparison matrix and propose a new data
envelopment analysis (DEA) method for weight generation in the grouped AHP situation. In this new
method we consider each DMʹs judgments as a fixed point and make an ordering set data with these
judgments for each pairwise comparison. By employing these set data, we make a new pairwise
comparison matrix which differs from conventional pairwise comparison matrix in the AHP. This
matrix represents a group decision making in the AHP. Then we propose two specially constructed
DEA models to derive the best and the worst local weights from the new matrix composed of set data
no matter whether it is consistent or inconsistent
