DEVELOPMENT OF FOREIGN DIRECT INVESTMENT IN HISTORICAL PERSPECTIVE: LEGAL AND ECONOMIC REFLECTIONS

Foreign Direct Investments (FDIs) present opportunities to developing countries to finance growth. Especially developing countries resort to promotion policies toward foreign capital to attract the mentioned investments. Foreign direct capital investments play an important role in Turkey’s growth and development policies. As time passes, the socio-economic transformations realized in the issue of foreign capital became more salient and foreign investors intensely started to show an interest in Turkey. In this article, the history of the transformation process that can be summarized to be based on the conflict between protectionist and liberal policies and its legal and economic reflections are presented. It is impossible to healthily evaluate Turkey’s foreign capital policy and its implementation without knowing what happened in the process. Therefore, the development of the legislation about foreign capital constitutes the framework of this article. In the article, by taking into consideration the political, economic and world-wide general events, a chronological evaluation is performed. When making this evaluation Turkey’s foreign capital adventure is analyzed through making a distinction between the last period of the Ottoman Empire, the Republican Period and the period after 1980.
