EVALUATION OF THE OMBUDSMAN INSTITUTION IN TURKEY IN TERMS OF ENSURING PUBLIC ACCOUNTABILITY
Abstract :
Accountability which can be defined in different ways and gains meaning in a specific context is a sine qua non governance principle. The services performed by the public administration, the nature of authority and resources it uses mandate public institutions to be more accountable. This requirement has led to the emergence of different types of accountability. Indeed, now it is said to account for the political authority, the legal system, administrative mechanism and the public. Public accountability comes into promince as parallel to the democratization of management mentality. A number of mechanisms, instutitions and rules have been worked up to ensure the public accountability of public administration. Among these, ombudsman matters in terms of mediating between the nature of public administration. In this article, The Institution of Ombudsman in Turkey has been evaluated with regards to public accountability. In this context, the nature of the decision of the Institution and thecomplaint have been discussed and emphasized that in order to make the Institution of Ombudsman functional, the power of sanction should be addressed and accessibility to the public in terms of applying the Institution should be increased.
