Abstract :
Accompanied by the awareness of the positive effects of public innovation on the compatibility of the countries and their welfare, this topic was put on the agenda of all countries and the developed countries have included it to their strategy documents. In Turkey, which is classified as the „modest innovators‟ or as a „country in the period of transition from the efficiency driven economies to innovation driven economies‟, the public innovation topic has been discussed in the last few years, and the number of studies making suggestions towards the public innovation practices is inadequate. In this study first the related concepts were defined, then auxiliary factors and barriers to public innovation are discussed and global and national best practices are examined. Finally, based on this information, some suggestions were developed for the practices of policy makers, citizens, education and research institutions, private sector and non-governmental organizations for the improvement of public innovation in Turkey.
