Abstract :
Social, environmental, structural, political etc. intangible factors, and the best way is the use of a limited budget is necessary to choose according to need with the problem of public sector services are often encountered. Multi-criteria decision-making techniques, Analytical Hierarchy Process (AHP), is used to solve these kinds of problems with multiple criteria decision-making method. In this study, by considering the problem of selection of the municipalities of public transport vehicles, in order to state accurately the linguistic uncertainty in the pairwise comparison judgments of the alternatives, the Chang’s Extent Analysis Method which is one of the Fuzzy Analytic Hierarchy Process techniques, has been used as a prioritization method. Ranking among alternatives is made by using Quadratic Mean and the Kwong-Bai technique to rank fuzzy numbers.
