  • Abstract
This study aims at a theoretical comparison of elementary social studies education in Turkey and in the US, on the citizenship education level, based on the literature. For this purpose, citizenship education learning areas in both countries are compared on gains, skills, content, and values. This research shows that social studies education in Turkey include citizenship education topics such as democracy, individual rights, duty and responsibilities whereas citizenship skills are not much accommodated. In the US on the other hand, besides citizenship knowledge such as democracy, individual rights, duties, and responsibilities, citizenship education topics such as diversity, legal issues, and citizenship skills are often emphasized.
