Abstract :
The purpose of this study is to determine how school administrator candidates perceive the criteria and implementations taken as a basis in the assignment of school administrators in the context of legislation related to the assignment of school administrators to educational institutions. In this phenomenological research which is designed under qualitative research method, a semi- structured interview form was used to gather data. The study group consists of 30 school administrator candidates who were determined by using opposite situation and maximum variation sampling methods. Qualitative data analysis techniques, descriptive analysis, and content analysis were used all together to analyze the data. According to the results of the study, in the process of assigning school executives, using some evaluation criteria and including many stakeholders were seen important in terms of objectivity and democratic management approach. However, it would be beneficial not to include informal pressure groups in this process with the purpose of ensuring impartiality. At the end of the study, it was suggested that appropriate legislative regulations should be conducted to overcome the deficiencies in the process, and to implement criteria perspicuously.
