Abstract
Administration has discretion because of various public services and nature of legislation. But using of discretion has importance in administrative law. The duty to give reason in administrative acts provide using of discretion effectively. The duty to give reason have functions of using of discretion in compliance with laws, persuading people and making easy to judicial review of discretion.
