Abstract :
Inequality between the commoners in the process of French Revolution, is the main subject of Sieyès’s “Qu-est-ce que le Tiers état?» (What is the Third State?). In this work of Sieyès “a common law and a common representation, that build a nation” as the phrase is simply to describe the elements that make up a nation. A consequence of this explanation, it is possible to describe a nation regardless of race, language or culture. As well as the definition of nation, Sieyès could express his opinions about the definitons of representative government, constituent power and the will of the nation. Nation-state era began with the French Revolution, is undergoing several changes today, especially with globalization. Should definitions in Qu-est-ce que le Tiers état? by Sieyès be considered as a formula to protect the nation in spite of the nation state and the changes that it has been faced?
