Abstract :
The study set out to determine the realization levels of qualitative educational objectives established in the 9th Development Plan and Ministry of Education and Bolu Directorate of National Education Strategic Plans for pre-school, primary and secondary schools for Bolu provincial center and its districts. It was possible to reach the whole universe in the study designed with the survey model. Document review; a qualitative research technique and frequencies and percentages; descriptive statistical techniques were used in data analysis. Results obtained in the study are as follows: Bolu province was found to have obtained the schooling rate established as a provincial strategic target for pre-school education and the schooling rate in Bolu was found to be above Turkish average in pre-school education. The development was found to be parallel to the target identified in the 9th Development Plan. In terms of primary level education, Bolu Directorate of National Education was found to have realized its own target schooling rate established in the Strategic Plan, however, it was found to be below the realization level in terms of countrywide targets and the objectives in the 9th Development Plan albeit with not highly significant differences. According to strategic targets established for secondary level education schooling rate in Turkey in general, in Provincial Directorate of National Education and also in the 9th Development Plan, rate of schooling was found to be higher in Bolu. Three-year average schooling rates for female students show that schooling rate for primary school education increases each year however level of school attendance drops in secondary school as is the case in Turkey in general. Students who graduate from primary schools are found to prefer vocational or technical secondary schools as opposed to general educational establishments. Comparison of the number and ratio of students per classroom with Turkish average and targets set out in the 9th Development Plan shows that number and ratio of students per classroom was found to be higher than the average.
