Abstract :
In the Ottoman Empire toward the end of 18th century contacting with the West world for the changing and development with access of an intensive reform process, the government offices were opened to the non-Muslims who were a part of the society. In parallel of this step Armenians also who were under the framework of the Ottoman Empire began to serve (take office) from the lowest rank to the highest rank in the bureaucratic staffs. One of these bureaucrats also is Krikor Aghaton Efendi having title of the first non-Muslim minister in the Ottoman Empire. Even though it was a delayed decision it was a quite important step. A new era started in Ottoman bureaucracy and more than twenty non-Muslims served in Ottoman cabinets in the remaining years of the Empire. Aghaton Efendi serving the Ottoman Emipre about twenty years, he presented a statesman identity which was agreeable to content /meaning of Ottomanism doctrine.
