Abstract
In this study, incidence ratio of current service cost per student stated by the Higher Education Council and current service cost per student published by the cabinet to the budget allocated by the budget act has been analysed and the results were tried to be appraised. This study, has been carried out for the 2007-2009 budgets of 53 public universities which are set up prior to 2006.
