Social state also be a degree of state social security system is related to the proper functioning. Turkey as a social state is its the social security system trying to operate optimally. Various reforms designed to address failures in the system that was implemented. Although the new reforms implemented, but today s income-expenditure balance of the system problem that is “deficit” has problems. System is becoming more problematic as between income-expenditure scissors is opened part way.
