Borrowing as a Municipal Revenues in Turkey and Suggestions About Debt Reduction
Abstract :
In our country, municipal revenues consist of shares transferred from the centeral government and their own revenues. All of these revenues are determined without any discretionary power of the municipalities. In cases of insufficient revenues, municipalities resort to borrowing. Central government is observed to have an important influence regarding the municipalities to be able to borrow. Although municipalities, which do not have too much voice about their revenues and debts, cannot increase their resources; it is possible for them to borrow less by using their resources efficiently. The purpose of this study is to put forward what the suggestions that can assure less borrowing are
