Abstract :
Urban rights include human rights as well as rights on urban and environmental values. As a member of the city in which s/he lives in, an individual has urban rights because of his/her membership. These rights are concrete form of basic rights and economical, social, cultural rights and solidarity rights which are enjoyed in city life.European Urban Charter which is recognised as the most important document for urban rights is accepted by the Congress of European Local and Regional Authorities in March 1992. The residents in urban areas in Europe have these urban rights. The participation right is mentioned in the first part of this charter. On the other hand, the Congress has accepted European Urban Charter II: Manifesto for a New Urbanity in May 2008 in Strasbourg. The participation right in urban management as the principal indicator of local democracy is included in the new manifesto. In this study, both old and new charters are examined in the framework of participation rights as part of urban rights. In addition, to what extent the right of participation is applied and practiced in the Turkish Local Government System whether it complies with the European Urban Charter criteria.
