Abstract :
The very first coffeehouse opened in Istanbul during Suleiman the Magnificent era. These places received both positive and negative opinions which attracted public attention in a short time. However, the government seen the coffeehouses as a threat and sometimes took harsh measures against them. In this sense they were even shutdown as in the reign of Sultan Murad IV. The most important issue that caused concern among managers was the criticism of the administration in coffeehouse talks which in time would likely to become a social uprising. On the other hand, within religious sensitivities and administrative responsibility statesmen tried to tide up coffeehouses. In addition to the matters concerning the administration the public also seen them problematic in some respects made complaints to the responsible institutions. Coffeehouse owners, the other party of the debate, also voiced over their complaints. After the tanzimat era the state, did not left them unattended entirely but changed its perspective greatly. During this period, pre-existing threat perception largely disappeared even sometimes state used them to take the pulse of the public. However, some sanctions were applied under the law against certain coffeehouses to answer public complaints. This study, tries to examine after tanzimat era coffeehouses as a case studies within the context of problematic areas such as gambling, prostitution, alcohol, marijuana and noise that cause problem for the state, public and coffeehouse owners.
