Abstract :
Erzurum, border town before the east operation, was supersensitive position in terms of governmental, military and political. Therefore, it was vital that administrators, performed a duty in Erzurum, worked in phase with military authorized and backed up for War of Indepence. In this sense Münir Bey, assigned to government of Erzurum in April 1989, served important ministration after Mondros Ceasefire Agreement. Münir Bey gave support to open Erzurum Congress, milestone in the sense of war of indepence, by way of work in cooperation with Kazım Karabekir who was commander of 15th army corps. Münir Bey was dismissed due to being supporter of War of Independence. After Münir Bey, governorship of Erzurum became a problem and many problems occurred between administrative and military authorities. Owing to those problems, it became a current issue that someone, worked in phase with National Government in Erzurum and Eastern Front Commandership, should be appointed as a government. Münir Bey already performed that duty accomplishedly, was reappointed by way of Kazım Karabekir, commander of east, to Governorship of Erzurum in 1921 by Government of Ankara. Since therefore Governorship of Erzurum’s concern was solved.
