Abstract
This paper addresses the issue of building resilience to vulnerabilities related to natural and industrial disaster risks in Algeria. Why does Algeria, despite its political will and institutional and regulatory capacity building related to disaster risks reduction, still struggle to build resilience and reduce its vulnerability? How could she do it in the long term? These are the questions examined here through three case studies selected to show three different situations, two natural disasters and an industrial disaster where resilience and vulnerability have both been built over the years but never combined. This explains why public policies in this area are struggling to curb the devastating effects on the populations.
