Decentralization and collective production choice of local actors : experiences analysis in Benin
Abstract :
This paper analyzes the initiatives choice process relative to local public goods production intwo contexts of Benin rural areas: decentralization of 2003 and the period before this. Thepaper asks the question of effect of decentralization on local actors participation to publicgoods production choice. The objective is to study the collective choice proceedings anddecision ways used by actors in those contexts. The decision process analysis reveals themajor place of local governance in collective preferences revelation. The study reveals alsothe major place of traditional leaders and politic leaders respectively in period before andperiod of 2003 decentralization. The explanation of those three results can be foundrespectively through institutional, social choice and public choice theories.
