Abstract :
Beginning with 2005-2006 academic year, educational programs have been restructured and prepared in line with learner-centered instruction. After a one-year pilot study, various evaluation studies have sometimes been carried out to test whether the program functions well or not. Such studies have been carried out on the program, but teachers’ style; that is, how teachers put the program into practice isn’t assessed. The purpose of the present study is to evaluate how teachers view the program and their implementational skills according to the views of educational inspectors in charge of inspecting and guiding teachers on a periodical basis (provincial educational inspectors). The findings of the study indicate that most of the elementary school teachers had a negative attitude towards the program; less experience teachers implemented the program better; the most significant problem that teachers encountered during implementation of the program was the lack of enough equipment; elementary school teachers were not efficient in implementing the program, and the greatest problem in teachers was their inability to appreciate the program fully and the lack of in-service training opportunities.
