Abstract :
The aim of this study is to determine on which level the elementary schools practices are compliant to the educational administration professional competence according to the perceptions of educational supervisors. This research in which current situation related to the elementary education implementations has been tried to be determined has been a comparative and predictive study in screening model quality. The population of this study is consisted of 2833 education supervisors who were working under Governors in leadership roles. With the direction of the research results, it is proposed that school administration is not a profession area that could be fulfilled with possessing “teaching profession” capacity must be accepted.2011-2012 instruction year throughout Turkey. There are 338 supervisors in the sample of the study who are determined by taking into account the number of the supervisors according to regions and provinces with the simple random clustering method. “The Scale of the Elementary Schools Administration Obligations” is developed by the researchers. In order to investigate the study for scope validity academicians’ evaluations are requested; factor analysis is performed for structural validity. The fundamental data used in the factor analysis is obtained from the 84 supervisors who attended the pre-application. The results of the analyses showed that the study has required validity and reliability conditions and is multi factored. According to the research findings, no administrative effectiveness that could meet students’ needs can be exhibited in “student individual development services and education services” factors. Supervisors, who received education academically in education administration area, indicate that elementary school administrations are quite insufficient with respect to applying the education administration science area professional criteria. The results of the research show that the administrators of elementary schools cannot realize their instruction
