Planning Approaches in Education and Educational Indicators Used in Turkey

In this study educational planning approaches which have been used since the early years of 1960s which is accepted as the beginning of the planned period in Turkey, and critics of these approaches were examined; then strategic planning approach which has been widely used since the beginning of 2000s is tried to placed into a theoretical framework with a economic planning viewpoint. Within this framework performance indicators used in strategic plans prepared in education sector are compared to those used by previous approaches; and it is discussed that the performance indicators should be those related to outcomes of the education institutions. At the end, there is a proposal for schools which can be used in strategic planning preparation practices.
