Abstract :

The physical-space requirements and socio-economic development of cities as well as the increasing diversity of social needs in parallel with population growth led the local governments to gain importance. Globalization, establishment of supranational organizations and unions such as The European Union, and weakening of the nation-state powers put local governments forward, especially by making them a critical element for the functionality of the democratic accession process. Local and metropolitan governments, which have the wide range in the European Union acquis, have an important role in explaining and delivering policies and services to the public. Also they are accepted as a key element to the process of democratization of societies by The European Union. Local and metropolitan governments, whether they are autonomous and managed on the basis of subsidiarity with applicability of the principles of governance in White Paper, are observed by the European Union. In the process of integration into The European Union, The Istanbul Metropolitan Municipality to develop policies and governance in line with the principles of subsidiarity and autonomy within the framework of governance principles of new application areas is required. The purpose of this article, examining the dynamics of management to discuss governance criteria in the context of Istanbul Metropolitan Municipality which identified by The European Union, European Governance: White Paper (European Governance: A White Paper).
