STRATEGIC PLANNING UNDER FUZZY ENVIRONMENT: AN APPLICATION FOR MILITARY STRATEGY EVALUATING PROCESS
Abstract :
There are a lot of studies in the literature that emphasized strategy development and strategy assesment. But, few studies used analytical methods while assessing the strategy assesment under fuzzy environment. This study used A’WOT methodology which includes SWOT (strenghts, weaknesses, opportunities, threats) and AHP (Analytic Hierarcy Process) methods together, while assessing the given strategies. SWOT analysis is a commonly used tool for analyzing internal and external environments in order to attain a systematic approach. AHP is a commonly used multicriteria decision making method that can deal with both qualitative and quantitative criteria. Combining Multiple Criteria Decision Support (MCDS) methods with SWOT analysis (A’WOT approach) yields analytical priorities for the factors included in SWOT analysis and makes them commensurable. In the combined utilization, while SWOT analysis supports the decision situation, AHP measures the relative importance of the SWOT factors. In this study, SWOT factors were prioritized with respect to their importance using Fuzzy AHP instead of classical AHP methodology. Organizational strategies were defined in a way of covering the SWOT factors having the biggest weights and they were prioritized and evaluated by defining these strategies as the sum of the calculated weights of the related SWOT factors.
