Abstract :
Municipalities, which have administrative and financial autonomy, are public corporate entities established to meet the needs of their inhabitants and their decision making bodies are elected by the electorate. Besides carrying out their traditional local government responsibilities, municipalities provide their inhabitants with social services and social aids in line with the concept of social municipality. Social municipality is the reflection of the understanding of social state at the local government level in which municipalities step into the social state’s duty to provide social policies to the public. Social municipality is not a means for pulling away from social state. On the contrary, it is an approach that helps fulfill social state’s responsibilities and that defends the understanding of social rights, and it impartially provides services to all the disadvantaged groups of the society. There are provisions in many of the articles of the Municipality Act 5393 and the Metropolitan Municipalities Act 5216 which may constitute a legal infrastructure for social municipality. Both laws entrust the municipalities with broad authorities and duties in terms of social services and social aids. However, in practice, municipalities are facing with some problems such as coordination, financial resources, social fabric and lack of specialized personnel. In this study, the scope of application of the social municipality understanding as well as the social services and social aids provided by the Şanlıurfa Metropolitan Municipality are examined.
