Abstract :
Turkish Police Organization serves as a semi- military civilian and gives domestic security servises by having the authority of using weapons and other force equipment. Police work both in uniform and civilian clothes. Police have very sensitive authority that can influence the freedom and immunity of public to capture, detention, use of weapons, asking people’s identification card. These characteristics are monitored and criticised by the public. Police organization should be accountable, transparent and disciplined as in any democratic country. This research aims to analyze the differences between principles, describing the disciplinary offenses and penalties of Police Organization Discipline Regulation (PODR) and the described disciplinary offenses and penalties in the Civil Servants Act (CSA). The scope of the research is limited with the disciplinary offenses in PODR and CSA Article 125. The content analyses of these two regulations mentioned and the results were discussed in this study. According to findings of research, the PODR varies the sentences in accordance with regulations and the police is projected to be punished more severely than other officers for the same sentences. The PODR is extremely repressive and punitive with current statutes and it should be reorganized based on employing universal and democratic constitutional principles.
