Abstract :
Agriculture, is an important and strategic sector for nutrition, employment and development. Also it is a sensitive sector becouse of depending on the nature of the production conditions. Feeding the world s population can only be achieved with regular agricultural production. World is faced the threat hunger especially in recent years becouse of crisis and global warming. Dwindling water resources affects agricultural production is significant in size. All these reasons adequate and balanced nutrition to a growing world population is depends on the minimizing agricultural risk and development of the agricultural sector. Looking at the development of the agricultural insurance in Turkey for many years was not given importance to agriculture and agricultural insurance in the country, despite its importance in Turkey. Until the end of 1980 limited agricultural insurance could be carried out by private companies in Turkey. Agriculture Insurance Foundation was established in 1995. This foundation issued up the cooperation with some institutions in the decade, has given support to insurance companies operating in the agricultural branch till the Agricultural Insurance enacted. As a result of all the studies, after examining and evaluating the implementation of different countries on the subject, Agricultural Insurance Law was enacted in 2005. In 2006, the Agricultural Insurance Pool and TARSİM began its activities. In determining the new system in Turkey, Spain s agricultural insurance system was examined samples from various countries would be more appropriate model. Spain with the US on this issue has the world s most advanced systems. Important developments in Turkey in the agricultural insurance system model developed in accordance with the new system that has been achieved in Spain.
